I suggested some I think.

Hire an optical engineer, an automated mechanism engineer, an ergonomics engineer, and a social engineer.
Sorry, my bad, It wasn't bolded...

I'd say 20 new engineers is more use then a few specific ones, they'll rank up in time and become a lot more skilled.

we get 20 new engineers anyway right?

Hmm good question, do we still get normal engineers as well as specific?
Also do we get more normal if we don't take specific?

Where did the 20 engineers come from? I believe the specific ones are from the engineering college.

Was just an example when I said it, I guessed we'd get more normal engineers then we would specific ones.

I suppose it is possible, but five to one seems a bit extreme...

Sorry about the delay, got distracted by playing Warframe. I'll plan my next update for Monday night.

Intelligence report on Capia:
Capia's is proud of its navy  that consists of 3 5000t cruisers, 5 3000t frigates, 10 1000t destroyers, and no more than 20 200t ships, it has nothing in the same class as our PT boats. Its airforce appears to be at least 1000 biplanes of the old design used by Morovia purchased starting before our conflict and accelerating afterwards. Its infantry is approximately 35k with extensive artillery support by 50mm, 75mm and 100mm cannons. They have tanks, but they are slower than ours. There is no identifiable Morovian military presence within Capia, but they are obviously trading.

Intelligence report on Morovia:
Morovia has expanded submarine construction to at least 6000t. Their new Tank Destroyer is in the same class as our K-1, and shares some common patterns with the Capian tank, one was obviously based off the other. They have small surface fleet of vessels capable of supplying their subs for longer range patrols, including at least 1 ship of Capian design. They have a new twin engine fighter, and a new 3 engine bomber. Security around their naval yards has increased dramatically. There is no identifiable Capian military presence within Morovia, but they are obviously trading.

Our special forces attempted another raid similar to the last one, even repainting the boats different colors. On the way out of the naval yard after planting bombs, one of our special forces teams was captured, and the other teams made it out with heavy casualties. The other 3 barely escaped by crossing the sea at high spead. Of those 3 boats another was lost to a strafing run by a long range twin engine fighter.

The pattern of submarine attack continues unabated.
127 of our non-military ships are sunk

1 Popular Devotion Support ship is sunk.
3 Popular Devotion ASW are sunk, in both cases with the loss of the attacking subs.
3 Righteous PT boats are sunk or disabled by Machine gun or 60mm gunfire from surfaced subs.
An Alexi 1337 is struck by 2 torpedo's with minimal damage.
An Alexi is struck by 1 torpedo with moderate but not fatal damage.

Enemy Losses:
3 to mines
3 to  ASW: Hedgehog attacks
1 to ASW: depth charge attacks
2 to Righteous PT boats
4 to attack by airships/fighters/bombers

Our PT boats begin patrolling farther afield, attempting to locate the enemies surface supply fleet, in the process we lose 5 additional pt boats to apparent bad weather, And another 3 to long range patrols by 2 engine fighter craft.

Towards the end of the year a flight of 4 engine bombers arrives in the night and drops firebombs on one of our industrial cities. They attacks were sporadic and poorly aimed, but over 600 civilians lost their lives. A squadron of Zypher were in the area and responded, tracking was difficult, but the 14mm cannon proved sufficient to bring down 3 of the enemy.

Diplomatic efforts with capia go nowhere. They insist that the exchange of military hardware took place before our conflict, and have become incensed when the Morovians reported to them that we have been moving military assets through their waters. They refuse to sanction Morovia. War is inevitable.

On the plus side, the rest of the world is quietly minding their own business or fighting their own battles.

On the agenda for this year:
No specialists have been requested, however, you still get 4 non-specialist recruits.

9, Take the previous sub-machinegun and attempt to fix it's faults and modify the suppressor to fit it as well. Give it a fold-able stock and improved ring sights, 9mm rounds with a 30 round magazine and a 60 round drum magazine.
Begin production straight away if it is completed and functional.
NOTE: this appears to be a complete rework, different round, different stock, different magazine. The good part of that is that you don't have to overcome 3 critical flaws.

On the SMG project your rifle engineer. 4 engineers, 1 experience, 2 novice and 2 green engineers  work diligently to get the prototype working in only 6 months, so that an initial production run could be produced immediately. It is everything you hoped it would be. The rate of fire is moderate, allowing for short bursts with good trigger control.

8. Design new V12 aviation petrol engine, with at least 400, preferably 600kw  power. Try to make it tolerable for higher attitudes

On this aviation engine project your 3 engine engineers, 2 engineers, 1 experience, 1 novice and 1 green engineer are assigned. They complete this task by the end of the year.

V12 Aviation Engine
Aviation Engine
like most high powered aviation engines, this one requires a large amount of airflow and frequent maintenance that make it unsuitable for use in most maritime and vehicular uses.

Large semi-rigid Airship*. Should be large enough to carry 5 glider planes or some of the lighter biplanes. (Attached below the gondola, one behind the other.) When not serving as a carrier, the gondola can be filled with bombs, cargo, or other payloads. Try to keep the speed up a bit, but it needs to be able to reach our enemy.

On this airship project, 1 aviation engineer, 5 engineers, 1 veteran, 3 novice and 1 green engineer have been assigned. They get about half way done. (progress:49 0 1 1 51)

Design a set of bulletproof body armor with a helmet, priority goes to maximum protection without restricting movement.

1 heavy metal engineer has been placed on this task. His findings are as follows:

There are no materials capable of providing bulletproof body armor without restricting movement in pseudo 1930. Modern Kevlar is only proof against pistols without restricting movement. Modern kevlar + ceramic plate can resist the kinds of rifle rounds you encounter on the battle field, but not without restricting movement. At best, you can get can get pistol caliber protection when most soldiers carry rifles, or an armor so heavy and unwieldy that most soldiers will simply choose not to use it. You are about 1/3 of the way through this task. (progress:12 0 0 0 38)

13)Reverse Engineer and improve upon the raised sub's 600kw diesel electric power plant. Bring in our electrical engineers and propulsion engineer to do this. I'm looking to create a better large power plant for bigger ships by designing a diesel-electric turbine
Note: This low vote proposal is being elevated in priority because it will reduce the overall cost of proposal 3.2

On this naval engine project 1 experienced engine engineer, 1 electronic engineer, 4 engineers, 5 experienced and 4 novice engineers are assigned and complete it before years end.

The Morovian engine was already close in power/weight to your 400kw general purpose engines, however they had a flaw that increases fuel consumption. The generator/motor component came in at 10 tons. The Morovian electrical portion consists of 1 ton batteries each capable of storing 60kwh each.

They were able to improve on the diesel component of the design to parity with our 400kw general purpose engine. and improve power up to 1200kw with 30 tons of displacement. The engine/generator/motor combo is 3 tons, low maintenance. The Morovian electrical portion consists of 1 ton batteries each capable of storing 600kwh each, for a maximum submerged period of 9 hours. you have improved on this to 800kwh per ton.

Counter-Proposal 3.2:
Use the knowledge gleamed from the plans and wrecks to design a fast, stealthy raiding submarine. Two torpedo tubes with four reloads each. The sub is to be lightly armoured in order to maintain a high cruising speed. If possible, the design of the sub should be as similiar as possible to the Molovian design in order to confuse their SONAR operators.

Note: the only reason I allocated quite this many engineers to the task, is that I hit the wrong damn button on the assist program and I had no way to go back without having to reroll all other projects as well. This kinda screwed the other approved projects out of their fair share of engineers.

On this task 1 nautical engineer, 2 acoustic engineers, 6 engineers, 3 veteran, 4 experience, 7 novice  and 1 green engineers are assigned. They complete the task with 1 flaw. Its sonar profile, despite the best efforts of our acoustic engineers, is not only completely unique, but also slightly more detectable by sonar (2.2km vs 2km)

unnamed sub
Length: 40m
Displacement: 190 surface, 300 submerged
Armor: 20mm conning tower only
Crew: 20
Propulsion 1200kw diesel electric (1 diesel engine, 3 electric)
Speed: 41km/h surface, 26km/h submerged
Submerged Duration: 5 hours
Armament:
1 40mm HVG-40 deck gun
2 torpedo tubes with 10 torpedo's
Special: +10% sonar detection range.

Allocations:
20 tons diesel
15 tons electric
74 tons batteries
40 tons sub parts
6 tons torpedo tubes

5: Develop a Glare-reduction sight for use by sub-hunters and, ideally, anyone shooting at those pesky aircraft that like to come out of the sun. Attempt to incorporate it into any appropriate designs that operate at altitude or against naval targets.  Use it in the design for an upgraded observation balloon. Attempt to use and of air-catching lessons from the glider project, newer or more expensive materials, and possibly a ground-based heat-source to reduce the weight, and therefore the range at which the balloon is visible.  This balloon should be mounted on the the following Worker's Submarine destroyer(original by Ukrainian Ranger): Worker's ASW Displacement: Constructable using current dock facilities, or at least within 6 months of dock expansion. Welp, looks like we WILL have to go through Capia then, since it seems that while they're nominally neutral, they've been supplying the Morovians with tech and material even before we approached them. to that end we'll need to do a few things:

A)Ramp up K-1/BattleBus production. We have more than enough Badgers to scout/kill thier advance forces, the K-1s will provide our heavy punch
A-1)In conjuction with this, if it doesn't require enough engineering to need it's own proposal, go ahead and refit the 400kw diesel into it, preferably with two but at least get one in
B)If we haven't already, start getting our civilian shipping into convoys protected by Devotion ASW ships so we can start minimizing losses there.
C)Get a few subs produced so we can try to whittle down the Capian navy with ambush tactics when the shells start falling.
C-1)As an addendum, our sub class needs a name. I propose the Lionfish Class Attack Sub
D)Of course, the rest of our fleet should defend our ports and stuff while the land war goes on

As for design proposals, since we're gonna be in a land war we need an actual SPG that doesn't suck.

1)Design a 160mm spg based on the K-1 that has enough armor to bounce a GVS-14(an MG that heavy can pen a surprising amount), but try to prioritize mobility. This design will definitely have the x2 diesels, an armored casemate structure, and should try to include a good gun traverse arc for the 160mm gun, as well as giving it enough gun depression to fight tanks in an emergancy. Call it the Hammer
2)Since it seems the Morovians are going with long-range bombers for night bombing, it's very important we get that radar going. Start over from scratch and get any and all specialists that might help with this on the project

No. I suppose there are similarities, but I'm fairly certain angry birds doesn't let me charge into a battalion of knights with a car made of circular saws.

Hire an optical engineer, an automated mechanism engineer, an ergonomics engineer, and a social engineer.

This balloon should be mounted on the the following Worker's Submarine destroyer(original by Ukrainian Ranger): Worker's ASW Displacement: Constructible using current dock facilities, or at least within 6 months of dock expansion. Propulsion: Diesel Speed: At least 50kph, preferably in excess of 60kph. Armor: At least 20mm, preferably torpedo resistant. Sufficient range to patrol merchant lines. A Recon-Balloon dock and tether. Triple Sonar Array covering 120 degrees.

1 experienced aviation engineer is assigned to this task. (progress: 8 0 0 0 ?) The task is not completed, progress is made on the baloon portion.

Begin work on our current radios to reduce size as much as possible while maintaining long ranges. Priority on designing infantry radios that require very little space.

Your remaining engineers are assigned to this task. The task was not completed. You are about 3/5ths of the way to having backpack radio units deployable at the squad level.(Progress: 29 1 2 1 21)
03: Continue these two projects.

04: Twin-v12aviation-engined angle-winged biplane with a single under-slung HVG-40(look into making it jettisonable.) with at least 60 rounds, probably no more than 200, and twin GVS-14s in front of the pilot with a targeting tube for aiming near the sun.Yee-haw!

E:Produce carrier-airships and compatible fighters for anti-fighter patrols.

4:publish and adopt an Ethical Treatise. The Ethical Treatise's stated intent should be to protect people and nations that we shall liberate:
" The engineering core of the revolutionary design bureau pledge to seek no harm to the common peoples or the homes of our enemies. As they do not wield arms against us.
We seek no weapon that will continue to harm when the battle has ended. As the land is not our enemy and the enemy shall become our comrades.
We seek not to terrify our enemies. As a calm mind will see the benefits of our ways.
And we seek no agent that can attack its wielder. As a weapon that is beyond control is an enemy to all."
a: Resubmit these ethical standards to my peers.

b: Recommend a declaration of war against Capia accusing them of providing use of their territorial waters and airspace to Morovian attacks and providing support for such units.

oh one more thing:

F)Recommend either build new shipyards or double the capacity of existing ones so we can get our ship production into overdrive
G)As time permits, refit the new maritime engine into all of our larger surface combatants(1k tons and up)

I counter-propose we split 3 into 4 parts so that nobody's gaming the system:
3.1)Develop Glare-reduction sights for sub-hunting, ships,  and AA and incorporate it into appropriate designs
3.2)Create an upgrade observation balloon using lessons learned from the glider project
3.3)Continue work on the Worker class Escort Destroyer, incorporating the new diesel-electric power plant, and any other advances we have
3.4)Improve Radios to squad level

4.1)Instead of a fighter packing a ridiculous HVG-40, I propose a twin-engined monoplane bomber able to carry a good amount of ordnance, as well as two nosed-mounted GVS-14's and a Patriotism tail-mounted in a small ball turret

I vote for 3.1, 3.3, and 3.4

So I'm not editing too much, doublepost:

H)Since we have the Glorious in drydock anyways, update it's weaponry. Remove all the 40mms and replace them with HVG-40s in double open mount turrets(keeping the number of 40mm guns the same), add 4 Hydra turrets, remove the 4 160mm turrets and replace two of them with double 160mm turrets and two with single 320mms. As well, try to squeeze in two of the new diesel electric plants so as to not adversly affect speed too much)

Alright. The Capians have started making hostile overtures towards us. I think it's time we start pushing overland. No pearl harbour attack, no small-scale offense. It's time for total war.

At Any rate, my First Design Proposals:

Proposal Six: Advanced Tank Chassis:
This new tank chassis is designed primarily as a medium tank hull, though it should outclass the Badger considerably. 80mm armour on the front, 65mm on the sides and 50mm on the rear. All the armour is to be sloped to increase the efficiency of the protection, and equipped with two 400Kw Advanced diesel engines. The suspension of the tank should be a new torsion bar system, designed to enable a much faster offroad mobility for the tank. The hull should mount a single Patriot II for close defense on it's front.

The chassis is also designed without a turret at this point, leaving it as an open canvas for various armoured vehicle designs. In it's current "Open" configuration it can work as a troop carrier.

Proposal Seven: Heavy AT cannon: A new cannon designed to completely dominate the battlefield against enemy armoured units, the new round for the cannon, a large 78.3mm by 680mm round, should be able to punch through atleast 90mm of armour at 1 to 2 kilometers. It's maximum range should reach to about 10 kilometers.

The muzzle velocity of the round should exceed 850 m/s, the gun itself to be an electrically fired, semiautomatic falling wedge design. This will allow it to remain viable unless the enemy can mount over 150mm in armour.

Now, for industrial/armament proposals:

Proposal I: Stop production of the Mosin-Nagants, and start replacing them with a mixture of SVA-10s And ASh-30s (The name for the new SMG.) Both guns are to be distributed evenly, aiming for one of both guns for every two soldiers. Both the ASh-30 and SVA-10s are to be equipped with the improved ring sights developed for the nagant

Proposal J: Start constructing more educational facilities in order to improve the quaility of any fresh engineers, as well as improive the stock available for the officer corps.

Proposal K: Start building more training failities for our troops, atleast several for aviation, armour and infantry units. The increased quailty of troops combined with our new weapons will mean our enemies will be hard-pressed to defeat our troops.

Tryrar, we may need a gun that doesn't suck before we can actually get a decent SPG going. The Badger chassis is fine for that sort of thing though, and that would make the task signifigantly easier.

And everyone, I suggest we REALLY start to focus on single-wing enclosed cockpit aircraft. We would severly outclass the Morovian airforce if we had such fighters available.

Anyway, my current votes are for B, C, D, H, I, J, K. 2, 5.1, 6 and 7
