A7 - we need to improve our aviation, and leaving 65% projects unfinished is just silly
A8 - They 'll have some uses
A9 - enemy got better subs, need to counter
1.1 - More firepower for the fighter is required

I'm keeping one vote each for last-minute changes. My reasons:

A2) We need something to effectively engage the enemy tanks. While building a new one would be nice, upgrading the old ones is faster, cheaper and will make them not go obsolete.
A4.1) We need a new tank, see A2.
1.1) Upgrading the Lightning is necessary to win the air war over Capia.
15) We need to keep strike ability on the enemy fleets. A naval bomber with torpedoes will give us that.
16) Range is the main problem over the sea. The tank will both extend our fighter's operating time and range.

Production:
A: Naval tonnage is important if we ever want to be able to actually escort our convoys.
B: Air superiority.
D: One isn't important anymore, the rest are logistically important.
E: Punch through their armour.
K: And proximity fuzes for our artillery and our own AA defense. And airstrikes. And...

For my other vote, it's going to be either the Jackhammer or aviation engine for use against their bombers / better interceptors all around.

Good round people, lots of tough choices.

Propose 2 mechanical engineers, 2 artillery enginers ( includes ship cannons ) 2 propulsion engineers.

A3 ( We need a new generation of cannon for a new generation of warrship. )
A4.1 ( We need a new generation of tank to maintain armored superiority )
3 ( Our infantry need the power to take out enemy armor. )
4 ( Strip the enemy of it's tactical edge in the sky )
15 ( They bomb us, we bomb them )
18 ( A nice strong rifle to shred our enemies with. )

A ( Need more ships and bigger ships. )
B ( Need more aircraft )
C ( Need some good artillery support )
E ( Need to have a weapon to knock out enemy heavy tanks )
F ( Need to keep attacking enemy shipping )
G ( Good for infantry support. )

A3 ( We need a good new short/medium cannon for the next generation of warship. )
3 ( Infantry anti tank weapon, will make enemy armor far simpler to deal with )
4 ( Take away the enemies aerial advantage )
11 ( Our torpedos need bigger teeth )
15 ( They bombed our home time for us to bomb theres. )
18 ( A good strong assault rifle to give us an enormous tactical edge. )

Worker proposals
A ( Allow quick production of medium class warships in decent numbers )
B ( Air superiority must be maintained )
H ( Get production back up )
E ( Best AT weapon )
F ( Keep up our raiding )
L.1 ( Support for us )

Just as a note, but 14 is wrongly described in the list. It's not designing of a portable radar, but upgrading our current radar to longer range without losing the portability (Ie, same weight). The wording is not perfect, but anyway.
