You, sir, are unethical.

Pairing something that might be actually quite useful with something else just so that something else will get voted on won't get the useful thing voted for if people disagree with you on the something else
Actually, I, and I'm sure there are others,  am just not voting on the principle that people shouldn't be gaming the system this way.

R: Inform our glorious government that after analysis of Morovian Subs we can be sure that they use Capian waters to get to us. Also, inform that it's quite likely that Capia secretely hosts Morovian Subs at their bases,

Suggest to put diplomatic pressure on Capia demanding them to stop giving access for Morovian Navy
If on diplomacy route Capia claims that they never allowed Morovian subs in, Offer our "aid" in form of of our ASW patrols (maybe even joined patrols with Capian Navy) to protect their seas  from monarchist's violations. Offer non-aggresion pact if they do agree to give us access to their territorial waters.

Should Capia ignore our just demands,  suggest to conduct torpedo boat and airforce raid at their largest naval base   to show them a lesson

Note that this combines nicely with P, that's somewhat reasonable diplomatic approach, not the one with "non military alliance with land military access." It includes attack on Capian Navy if diplomacy fails, but that will be justified as we may claim that Capia conducts naval war with us by providing acces to Morovian submarines aid

Proposal S: Switch the Wolverine factory to the Zephyr Multirole Fighter.

This is to meet demand of our outdated fighters which can be used more effectively than our bombers to actually bomb, allowing us to later build variants of the Zephyr specialized in other roles.
