I don't even understand...

Basically, we all do it manually using some graphics editor program.  Paint or GIMP are free options, and Photoshop is also an effective option.  Basic spriting is to pick a head that looks what you want your person to look like, change some of the colours, and use it as-is.  More complex sprites can be made by putting together pieces from different sprites.  The truly skilled (which I am certainly not) may redraw portions or the entire thing from scratch.  For example, my sprite for Sophia was a rather quick affair, mixing Louise's armour with Karla's face and hair, trimmed and recoloured. 

Alternately, you can give a description, maybe point to one or two sprites that seem to match your mental picture, and ask if anyone can do it, and some of the more artistically inclined among us can take up the challenge should they have the time and inclination.  Still, it's far easier and faster just to do it yourself, and you can then tailor it to how you want it to look more effectively as well.  Plus, everyone learns by starting somewhere.
