It is an amazing 'stache.  Made me think of Cervantes the second I saw it.

Science McBeardCervantes' Mustache was an inspiration for the Commander's though.
Sadly, Sir Ludger is clean shaven.

Choose two (or more), open paint, then combine the bits you want for it together.

Use an image editing program (mspaint is popular), and take an image that's close to what you want. Then, transplant other features you like from other mugshots using the lasso tool. That's how you do it.

Or you can simply re-color the face you want. It's not as creative, but if you're new at image-editing programs there's no shame in keeping it simple.
