how does the owned items work.
ive got huge amounts of iron goblin weapons laying outside my fort now, and stockpiles for them but they aren't hauled because they are owned?
is there any way to make them mine?

Do you have weapon stockpiles that have empty spots left? It could be that or your haulers are taking care of other matters (like the copious amounts of clothing that goblins also drop).

As soon as an item is dropped on the ground, it is, for all intents and purposes, owned by your fortress.
