Again both Councilors look at each other.

The Krogan deserve a seat on the Council. They saved Palaven. Without them we couldn't have won the war, the same cannot be said from you Salarians.

The Turian Councilors eyes narrow as he says the last words.

Cordan...plase some tact. Although i agree with Cordan that the Krogans were supporting the war effort immensely i doubt they deserve a Seat on the Council. Besides if we grant the Krogans a seat, the Volus will clamour for one too. Not to forget the Quarians. And then the Elcor will demand one, and the Hanar too and then we can practically give every race a Council seat...that will not do. Its enough that we have to give the humans one.

My peoples choices in the war were not my own, I was here with my brothers STG unit along with 12 others and we did not come to the heart of the war for our health.

Also with your permission I would like to set the STG to work, criminals are likely to attempt to take advantage of the current state of the citadel and the rest of the system and the STG units are to valuable to be left doing nothing.

Attention, Citadel Council Meeting is starting now All Councilors please proceed to the Council Chambers.

With Avina's Voice fading, all three Councilors soon take their places on the Dai, the Two new Candidates for Councilorship before them.


We have gathered here today to vote for a new Councilor for Humanity as per Emergency Statute One of the Citadel Council Law. Before we start do the Candidates have anything to say?

Both Councilors shake their Heads.

The Asari Republics vote for...[5] Otto. He is an elected official of the Human Alliance and thus has precedence over Mr.Valten.

Hmm, the Turian Hierarchy votes for Otto Faber. His rank as a Citizen of the System Alliance his higher then that of Mr.Valten

Both Councilors look at Linron.

So it is decided, Otto Faber is now the Human representative of the Citadel Council.

Good, now that this issue is resolved...Mr.Valten you may go. Mr. Faber congratulations you are the new Councilor of the Systems Alliance. Now that the Council is complete we can continue with the rest of the Issues on the order of business. We have in fact several major issues that need to be handled. Beginning with the most Important, the restoration of the Citadel. While we are well funded by the various Council races our assets are limited. We have a funding of 10 Billion Credits from each of the four Council Races per year. The Extensive Damage of Commander Shepards actions however will take years in the restoration especially since many of the Keepers have been killed. Currently complete restoration of the Citadel is estimated at 200 Billion Credits. So we have to decide not only on which Areas to restore first, we also have to decide whether we divert our funds into other Areas. the Citadel Defense Force has with the attack of the Reapers effectively ceased to exist. C-Sec Survivors are maybe a few dozen. So far 3 of 9 Spectres have reported in...one of them being shepard. Of our 12 STG Teams 3 are ready for active duty. The Citadel Navy currently consists of 1 Frigate, 2 Corvettes and a Single Fighter Wing. All in all Repairs, Recruitment and Reconstructions of our Security Forces would amount to a ridiculous 50 Billion Credits.

Furthermore there is the Issue of the Krogans and the Quarians, both requested positions as Ambassadors. The Krogans even one as Councilor. Then there are the Raloi. I don't know if you already heard about them. THey are a new race having aquired enough Technology to establish Contact with us before the Reaper War they were in the Process of being integrated into the Citadel Union, however with the Arrival of the Reapers they cut off all communications and removed all satelites and ships from Orbit to escape extinction...it apparently worked. They too requested integration into the Citadel Races.

We also have the issue of the Mass Effect Gates. While the Damage was fairly minor, it will still take months if not years to reconnect all Gates. We have to decide which two gates have to be reactivated first...apart from Charon of course.

I suggest we begin with the votes on Ambassadors and Councilors to get this out of the way. Any other Motions?

" The quarians I believe have earned at least the right to an Ambassador, they fought with us and are very adept at using limited resources to accomplish goals, I believe they would be of great benefit in our present situation so I would support them in that request.

The Krogans are a somewhat more complicated issue, true they did provide much aid in the war but now they are able to reproduce again they will very rapidly expand and we know from history what happens when the Krogans are allowed that option.
So can we trust them to take such a strong position amongst the citadel races or would they use the position simply to strengthen themselves before begin to spread across the galaxy like a plague once more.

As for the Raloi, I for one can not blaim them for choosing to hide, our victory was a near miracle in itself and they were in a far weaker position then any of us so it is understandable that they would choose to hide.
I would support them in joining the Citadel races after all, before the war they had already been given that right and we have no reason to doubt the choices our predecessors made.


I would like to request that the council place the reformation of the STG units under the charge of my people, as I'm sure you know the STG units we're created by us and I believe we are the best suited to bring them back up to full strength much as the Turians and Humans are best suited to doing the same for the Citadel fleet and I would like to offer my peoples support in that role.
For the time being the Humans especially are in a strong position in that regard given the relays are offline, if you accept I would like to request Mr.Faber that I be allowed to recruit from amongst the human population, this war has proven that every one of our species is capable of working together and I believe it is time that the citadel STG units reflect that.
