The Council

(This is your last Warning, Beyond this point follow Spoilers for Mass Effect 1,2,3,Leviathan and From the Ashes. If you don't want Massive Story and Game Spoilers do not read further...the Warning has been given)

Okay, i recently finished Mass Effect 3 and thought why the hell not do a forum game set in the timespan after the Reapers are gone?
You the players will take positions as important Politicians,Councillors, Mercenaries, Industrial Giants etc.
Please don't make a Main Character from the Game(s). Minor Characters will be approved or not approved by me, depending whether i want to use them in the game as Event Characters.


So how does it work?
You remember the War Assets from ME3? good. Similiar to Shepard you need those to accomplish stuff. Although now there will be three different kinds of Assets, since were not just fighting Reapers anymore: Economical, Social and Military Assets define what you and your associates can and cannot do. Also depending on your position there are Personal and National Assets made available.

Example: A Volus Ambassador is on the Payroll of the Elkoss Combine, has a bunch of Security Guards and his Personal Asari Concubine. His Ambassador status would grant him a small Economic and Social Asset, his bribes from Elkoss would grant him a significant larger Economic Asset, while his Security Guards would form a very small Military Asset. The Asari Concubine may have different talents and may thus provide War/Social Assets. On the Other hand the Kwunu ( a Volus Dreadnaught) would be a National Asset and only available if the Volus leadership decides to agree to your decisions.

Each Asset is given a certain amount of points which may increase or decrease over the time of the game.

The System runs pretty similiar to that of Iituems Clout game.

So what exactly are you going to do as ambassadors,Councillors,Mercs Industrial Magnats etc. ? Given the current situation a lot of important decisions have to be taken and decided upon decisions which you can heavily influence in favour of the interests of yourself or your race/nation.
The Round similiar to Clout is divided up into turns. Each Round encompasses an important galactic problem that has to be solved. Each Player has on top of that several official and private specific missions. The Krogans for example want to restore their homeworld and stabilize their numbers and expand. the Humans need to rebuild earth and the System's Alliance Government and so on.
Soon enough however you will find that your Missions and Interests begin to collide...
Since the Game will become increasingly complex due to the Whole Galaxy included i expect players to keep track/take notes of their assets themselves. Although i will make notes myself you guys should be able to be self-sufficient.

Anyhow, the following rules should be read and understood:
1.No OOC-Chatter in the IC-Thread apart from the Applications
2.If you want to OOC or have Questions go to #citadelcouncil irc-channel on freenode.net
3. You need to keep Track of your Assets, Income and Expenses yourself although i will do that too, that is a failsafe in case i should forget something.
4. This Game is RP, Politics and Backstabbery-Heavy (at least i expect so) that means you may find yourself done in by close allies.
5. Please...please, PLEASE no PTW-Posts or FIRST!
6. I won't make a waitlist, i will take in new players as needed.
7. 6 players will be accepted at the beginning

Also what i forgot to say, Assets at the beginning will be assigned by me, depending on who you play, you may or may not have a !!FUN!! start. Best example would be the Batarians, they propably start in the worst position whatsoever.

Name: Nico Valten
Race: Human
Affiliation/Position: Councilor
Description: Nico's medium length hair is black, and his eyes are a dark green. His skin is paler than most.
Background Story: During the Reaper war, Nico was a major Advocate for attempting to unify the races of the galaxy against the Reapers. So when the Citadel races all united finally to fight together in the final push on Earth, He had also followed with them, Bringing with him his small team of guards, a even smaller cabinet, of sorts onto the small ship that he used as his transport. He was capable of helping to make the refugees get to safety during the war using some connections and the funds available to him, and he is hopeful for this new citadel council, and for the races of the galaxy finally being able to coexist peacefully once and for all.

Name: Kaeso Sicarus
Race: Turian
Affiliation/Position: Owner of Armax Arsenal

Description: A tall Turian with red tattoos denoting his colony of origin. He has a few scars (having served in the military, like most turians) and generally goes around dressed in civilian clothing.
Background Story: One of the rare turian capitalists refusing to rely on Volus to make his affairs, he inherited a large part of the Armax Arsenal during his twenties and bought the rest of the company a dozen years later. One of his most notable actions during the war was to reduce the prices of all his manufactured goods in order to support the war effort, although he has raised them back to normal after the victory at Earth. Often dabbling in politics, he often tried to expand his influence into other governments than the turian one, since the Hierarchy is much harder (if not impossible) to corru- to influence than the governments of most species.

Since Shepard survived does that mean there is a small chance of meeting him at some point.

Shepard may or may not be met and mentioned in the game, that remains to be seen. The Game is after all about you guys and not him.

Shoot your app is fine accepted. Oreosome. I figure you want to play the Human Councillor? Because otherwise you won't have much to do as Resistance Guy. kj scratch earth completely from your bio. If you are a Merc on Earth you (propably) won't have much to do right now and going off planet is impossible during the reaper war and afterwards you can't leave the Local Cluster, so i either suggest you take another System (Omega, Something near the Rachni or the Yahg or close to Armax would be your best bets) or play one of the major Companies (Blue Sons, Blood Pack etc.)

The Mass Relays are in various states of destruction i heard. The Higher your point rating at the end the less they are damaged. in my ending they merely lost the rotating rings in the middle, which shoud be nto too hard to accomplish but you are right at the beginning most of the mass relays will be down. Right now even Interstellar Communication only works with Thessia,Sur-Kesh, Palaven and Tuchanka. But thats the point all this rebuilding gives a task for the early game and allows the players to develop rivalries and alliances. And anyway since the game is mostly centered around politics many of you will spend most of their time on the Citadel.

in the extended cut, which goes into a hell of a lot more detail, it states that society rebuilds, the citadel is rebuilt and so are the mass relays.

unless this game is based off of the destruction path and not the other two.

It is, Ghazkull stated that "the Reapers are annihilated. The Krogan Genophage has been cured, but The Geth and all sentient AIs have been extinct. the Mass Relays and all Technology are either damaged or currently unuseable."
That is clearly the Redsplosion ending going on there.

kj and Shoot you are in.

Oreosome i'd appreciate if you could work on your writing and the general application, some Colony Leader dude on Some colony in the Nimah Cluster is pretty lacklustre. Get Creative. The more interesting the Application is, the more i can do in starting Assets.

Anyhow we need some more Councillors and Ambassadors so far we have no Political Representants whatsoever...come on people nobody wanting to be a member of the Citadel Council?

Name: Otto Faber Eichelberger
Race: Human
Affiliation/Position: Councillor
Description: An imposing caucasian man of graying hair and aged skin, in his late 30s. His receding brown hair styled swept-back, thick eyebrows and wrinkling brown eyes give him an air of graveness, whereas a fair share of his face is covered by a well-trimmed beard he is rather particular about.

Background Story:

Born to a family of wealthy industrialists, Otto opted for a political career from a young age, led by his own ambition and the expansionist-fever of his time; competent, he eventually found himself appointed to a position within the Systems Alliance, where he'd slowly rise through the hierarchy, or so he thought until the Reaper crisis.

As the highest-ranking Systems Alliance member left on Sol after the Reaper attack on Arcturus Station, Otto, who usually served as an intermediary between the Alliance Earth's governments, suddenly, though not unwelcomely,  found himself being appointed as a provisory Councillor amidst a shattered hierarchy.

With much of Earth razed and all colonies cut off from Sol, he knew he'd have no small amount of work ahead of him; even more so if he intended to keep his newfound influence. As though much of the industrial structure having to be rebuilt, the relays repaired and countless colonies repopulated, the whole structure which once composed the Systems Alliance had to be remade, for few were left to govern.
