Yeah, saying 'no lynch' is such an incredibly hard thing to do.

Where in the rules does it mention a no lynch option? We'd have had to manually draw the vote by voting someone other than the vote-lead.

You can vote for a no lynch though.  I'm not going to find it for you in the rules, but it's allowed.

I never actually wrote it in the rules for some reason, but you can vote for no lynch.

If the game has no lynch on draws then it will have a no lynch option (unless the mod is weird).

Problem is the situations in which a No-Lynch is actually handy is very rare. After all, one of the first rules of Mafia is to always lynch.

One of the first ideal rules is to always lynch as this gives information to townies. The situation varies on its usefulness and depending on the context, a no-lynch can be favorable.
