in Utopia, the character Moe has gone inactive and has been for the past two days. The crew just finished killing a bunch of cultists and are now wandering around a building. What should Moe do?

Well, one of the players in my newest forum game (A New Age Begins [Link to OOC w/ link to IC in sig]) has yet to post their action(s) that their revolutionary group will perform over the course of the first day.  Give me an action for the group to take, Bay 12!

Yeah, even though there's nothing stopping you from doing so, you usually shouldn't come up with actions for opposed characters in games you play.

Fortify and expand the tunnels and mines. Prepare to move underground where dragons will be at a disadvantage if they were to ever attack due to the lack of open areas and the abundance of corners.

I don't believe I have a stake in this game.

Perform the political equivalent of an off-hand back-hand concentrate your efforts into a loyalty purge to keep your dragons in line. They are dragons, someone is bound to be plotting against the leader...

Info: It's a council of 10, and he's not the leader, just the guy who handles foreign affairs. Society's relatively stable, with not much backstabbing (I think it's said there).
Also, there's no real revolution thing happening.

Improve your foreign communications systems.
 Send more folk to locate those whatsy-faces and give them some resources to compensate collaboration.
 Appoint a Diplomat to the Czars, give them someone polite with no real authority.
 Take the niece and her entourage on a tour of the surrounding country-side.
