The area the Dragonets are sent to yields no new knowledge about the Ainur Redecation. All you know is that they are not active in the location the Dragonets were sent to. When you contact the Czar-dragons, you find that they are favorable to outside contact, and give you the certified information that they know about the group, but it is only the name, primary area of activity, and minimal information about how the ruler is a servant to an unknown dragon.
When the Elder’s niece arrives, the initial meeting, as well as granting of fitting accomodations, goes off without a single problem. It is likely that this will help you later on.
The dragonets that are sent to the villages find that the majority of the populace believe that the tales are false. The ones that do believe in the tales have already been classified with borderline insanity, so it is unlikely that they would be considered to be speaking the truth by any system of law.
The recommendation does not go over well. The council is more worried about what may happen in the demilitarized Iberian Peninsula rather than wanting to work on building up trade, especially with a nation that is so far away and landlocked, both of which can easily present difficulties to an attempt at aid to Kymore from the Golden Realms. The steel industries are brought up, but for different reasons than what you suggested.
Your attempt at creating a conclave is futile, because all of the dragons that would fit the criteria for the fields are already being used at research facilities elsewhere.
You find out much from the niece about the country, from annual production of the various industries, the population, and other things of note. The niece also takes a keen interest in your nation, primarily enjoying the history and culture of the land it was founded upon, because within the borders of the country is the location where the modern civilizations of both dragons and humans began the 4000 years ago, ending the age of the Draco-Human wars that had led to the deaths of many on both sides. The 476 year-old niece also seems to take an interest in your history as well. This can mean a few things, some probably more desirable than others.
Your search for an apprentice narrows down the parameters somewhat, but there are still many canidates.

Bio: Alkus was 'raised', so to speak, in the eastern part of Europe, mainly in and around Germany. He was found feral at a you g age in the Black Forest, a seeming hybrid of a European breed and a Celestial, though how this was accomplished is not known. He was raised by a family of animal caretakers that lived on the edge of the forest, and generally had a good life there as a child, being taught to be stealthy in the hunt by the oldest son of the family and other activities, for the most part having an un eventful life. But as he reached adolescence, he succumbed to wanderlust and bid farewell to his adopted family. Traveling through Europe, he managed to amass a tidy sum of gold coins and precious gems. At one point he joined up with a traveling circus. He spent several hundred years travelling like this. After a great many years he returned to the farm of his birth and found those who lived there to be hostile towards him. This caused him a great deal of pain, and was one of the reasons he came to believe that humans were like foolish young children and needed to be guided by their elders. After the revolution, unable to bear the sight of humans (brought up bad memories), he claimed an isolated territory and for the most part stayed in isolation.

Organization: Ruled by council of 10. Heiarchy based - dragonlets run around doing chores and stuff for big dragons until one of them gets chosen by the big dragon. This one is then schooled in how to behave, how to politic, etc, and then set free. Tougher, smarter, more clever dragons advance faster.
Population:
Dragons: 45% European Dragons, 25% Chinese Dragons (Including more traditional Lung), 20% feathered serpents from Sounth America. Remaining 10% mixed. About 250,000 dragons total.
Humans: None really, since adult dragons rely on eager dragonets to do menial work for them instead of humans.
Location: Europe, Ural Mountains. Currently beginning expansion into Russia and Middle East.
Resources: Ore from mountains, livestock, castles, infasturcture from humans, ie highways, cities, etc. They have access to a variety of weapons platforms and a fleet of board from all over Europe (deployed at the coasts of course), and weapons of war, ie mortar guns, cannon, bombs, gas...etc.
