Vampire drains victim in front of 115 dwarves, no witnesses

Like title says. Fortress in lockdown during a siege, noticed earlier I have a vampire queen, and a Goblin General. Suspected I would get a vampire eventually so I'm not entirely surprised this happened, however this is ridiculous. Square room, no walls to block view, nothing in it. 115 dwarves packed into it and the vampire drains one without being seen somehow (checked justice tab for witness and saw none).

First: Is this a bug, otherwise how the hell did he get away with it (was probably a dozen war dogs in the area too).
Second: Once I do find him, what should I do? Somehow killing him seems a bit lame considering this incredible accomplishment. Should I lock him up in an artifact room, catapault him into the volcano, or something else?

The witnesses may take time to report to the CotG. This is normal. Witnesses may also get distracted from reporting crimes by things such as parties, booze, and naps.

When you do find him, put him into a perpetual torturing machine until he snaps.

That sounds reasonable to me. Maybe something with turkeys...

I think he should penalize the entire fort instead of the vampire if nobody steps forward and blames her.

I am SO doing this. Located him and put him in a single tile room with a door, now just to breed a lot of Turkeys....

I thought the solution was to have the vampire go out and discuss terms with the besieging goblin hordes?

well... Just to make justice if she killed a dwarf, send she to kill a globin(or more) in the middle of the siege. just burrow she outside.

Nah, I've already elected a "goblin spokesman". His Name is Urist McVolcano and he is 12000 °U. His hobbies include *Olivine Floodgate* and magma corridors.

Keep the vampire and try to make the entire leadership of the fort vampires.

No point making the whole fort vamps, the alcohol_dependent tag makes them useless since they eventually slow down due to withdrawal from being unable to drink alcohol.

This seems extremely quotable today.

Also, is there any way you could throw them in the HFS? That would be !!fun!!.

Unfortunately I've yet to  locate the HFS but I suppose I could save the vampire until then. You can give animals the tag which allows them to learn skills correct?

...I don't suppose anyone has tried conquering clown land by dropping several hundred turkeys in that spent a decade fighting an immortal vampire have they?

Yes.  After adding the [CAN_LEARN] to dogs, I bought a fish cleaner dog and a farmer dog from the caravan.  Unfortunately, it also makes them unable to be trained for war/hunting, and generally behave oddly.

If I had to guess, the reason there are no witnesses is because it's the Queen who's the vampire, and nobles are all outside the dwarven system of law, so she can drain as many fucking dwarves as she wants and everyone will just shrug and say "That's the Queen for you!", laugh a bit in a comedy-show fashion, and only then descend to a tantrum spiral because their best friend EVER just died.

EDIT: Except it's not the Queen in this case apparently. In that case: Replace everyone else but the vampire instead. Preferably by magma. They can't spot a murder in a panic room? They don't deserve to live.
