Yes, and his skills in the different elements average to about -4. He got really low rolls in magic when I was making him just now.

Ah, I see. If we boon him he's not likely to be useful anytime soon then, I guess. Do we know the requirements for a boon? Like, if we "improve" them with our magic, can we then boon them later?

There are no requirements to give a boon except mana. The extent to which the boon can be used is dictated by belief in the issuing god, however.
Yes, although if the lieutenant consumes mana for something, it is drawn from the soul just like boon magic.
