A river flows outside of my moat,and I need the power transfered to my fortress.According to the wiki(http://dwarffortresswiki.org/index.php/Power):"For security, one can make an axle-train cross a moat by first going down the moat, across, and then up. Or perhaps a screw pump will make a floor-type security-wall for a downward axle. "
The colored text is not very clear?  how can i use a screw pump for security?

I'm not entirely sure, but this might be in reference to using the impassible tile of the screw pump as a power transfer point.  I haven't tested such a solution myself, though.

Is my blueprint1 safer than blueprint2? and safe enough? (side view)

stuff can't be destroyed from a lower tile, so at any time when there is something blocking the way up, the enemy building destroyer is stuck. If this is the case, it seems like a logical solution. Everything before the blockage will still be destroyed, but it's not a fort wide security issue anymore

Blueprint1 is marginally safer than blueprint2 because no creature that somehow falls into the hole can climb back out.  What neither defends against are flying creatures.  What might work is something like:

ah yeah, forgot about that. For things that don't fly, and if it's not underwater and swims, 1 z-level is unbridgeable, and they don't voluntarily jump into holes. no1 is still saver, guarding against accidental jump-in idiots

Use constructed floors to get around the wheel, then build walls around it and floors over the top for a roof. This way the only way in is from below, which will stop everything but aquatic destroyers. The power can then be run underground.

What I usually do instead is bring the water into my fort, which can be made safe with a simple u-bend and grate over it, then build the water wheel in the safe area.  Much easier and you also lose less power in transmission.

I have even considered using pumps flowing water for power transmission, rather than axles. If only it didn't feel 'xploity.

It is quite easy to build a power reactor inside the fortress without any constantly flowing water. Your FPS will be grateful.

This is frightening, since the aquatic destroyer can then swim up the newly-opened tiles into your fort.

My solution: Divert river into a destroyer-proof U-bend using grates (allowing flow) into your fort, and then build the waterwheels over the safe section. Can also be used for wells but not fishing, since creatures would get blocked at the destroyer-excluding grates.

I meant into the pump housing. The housing is separate from the fort, and once the power is out of the wheels it runs on a dry axle that hangs over a 1z drop. So unless it's an aquatic building destroyer who also flies, it shouldn't be an issue.

If it's really an issue, you can route that section of power transfer to your barracks. It wants your fort, it's gotta go through your military.

Alternately, you can build a water box. Water maintains flow even if it goes up and down z, so you build a couple waterwheels, then use them to power pumps down stream diverting the flow long enough to build a tub with grates instead of floors, and walls around the sides. Then you turn off the pumps and the water will fill the box, into which you can build your wheels, then build the roof and walls normally. No massive river flowing through your fortress, and you've still got completely safe continuous power.
