You have 4 free population. That's a total of 8 food consumed without any benefit to you. Now, if you already had a established empire with a large amount of food bonus, you would be able to handle it, but with half of your population not doing anything, you can't really make ends meet.

My suggestion is to claim the other three plains spots next to you and build farms on them as fast as possible. As it is your mistake will probably only put you two turns behind if you fix it now.
