"All signatory states would be pressed to intervene, either by embargo or military assistance. Military intervention assumes retaliatory conventional attacks by the victim. Dismantlement of biological and chemical weapons would be deemed priortiy, though due to the prevalence of nuclear warheads among our members dismantlement is something that can be discussed at another date.

Hmm. The New Order may be willing to forgo nuclear use, providing said armaments remain in our possession for their possible uses in the Great Plan.

"Well, what use would such a "great plan" require of nuclear weaponry?"

The Great Plan is the operation we at the New Order work towards. Nuclear devices may have myriad uses in it. I'm afraid for its successful execution, we must keep the details secret. As many resources must remain available for potential uses in the Great Plan, however.

If it does not comply, we will be forced to to resort to total war in order to ensure it will."

The Great Plan is a final action to keep humanity safe from the many threats present here. More I am not at liberty to say, though it does not involve use of nuclear weapons on our fellow nations. However, nuclear warheads have myriad uses and to discard them could likely hinder the Great Plan, which is unacceptable. The longer the Great Plan takes to be prepared, the greater the chance is of it being compromised.

As an example, nuclear warheads contain an easily accessible source of quality nuclear power. The warheads also provide insight into new venues of research by our scientists. Threats are everywhere. Treacherous humans, imposters, temperature, pollution, predators, there are endless threats to humanity around us. The Great Plan will end this.
