In Hawaii

The Dominion's representative sat at the table, fully armoured with the Dominion's iconic power armour, softly (For someone inside said power armour.) tapping on the table before speaking up in a deep, mechanical tone.

"Now please tell me, why was this meeting organized in the first place?"

A computer monitor displaying the face of the Sky Lords' Presiding Officer is here to represent them.

"I--we're not quite sure. We didn't call it. However, I would like to get the meeting started...we have some important work to get to.

The Iranian delegation was also sitting at the table.

"While we do not possess knowledge of the motivations of the USSA in setting up this meeting, we have a number of outcomes we would like to see from this gathering. Firstly, and this should be the least controversial, is that we all agree to a non-aggression pact lasting at least 3 years."

The president, wearing his typical suit, spoke to the power-armoured figure.
" To negotiate pacts, treaties, other such diplomatic actions. We don't want nukes flying again, and we are all major enough to hurt each other badly. Mutual defence is another possibility, as well as trades of natural resources. Technology Is perhaps a bit more touchy, but possible. "

An encrypted radio crackles to life and a disguised voice speaks through it.

Why would we need mutual defense? Defense against what?

"People who don't agree to the treaty?

We think something like this is a good idea.

My I remind you that we are not the only nations in the world. There are even unaligned pieces of land, and raiders. Mutual defence may be on the table, but right now there are more important things to worry about.

The general that the Khan sent to the meeting spoke, "As long as this does not interfere with taking control of unoccupied territories, we can agree to this.  We have gotten our revenge upon the Chinese for their strike upon us when our climate shifted for the better."

The 80-15-5 rep sighs. "Our business is exploiting the wars of others, but if the majority is in favor of a non-aggression pact, we will sign as well."

The General remembers to speak to this representative when the delegations take a break from the discussions, as well as to relay this information to the Khan.  He then says, "Non-aggression does not mean no conflict.  The Nationless could attack at any time, as well as terrorist groups."

The New Order is not opposed to this, but we harbor concern over the details of this agreement, especially where flow of information is concerned.

"Agreed. The devil is always in the details. What are we talking about--anyone who attacks another gets attacked by everyone else to attack them and gets kicked out of our club, probably in the other order? Stern rebuke for war? What?"

The Dominion representative yawned inaudibly before speaking up.

"So, I guess logic wins out on the mutual defense pact, right. Now, for the next proposal, I suggest instituting a full ban upon nuclear, biological and chemical weapons, and a non-proliferation treaty to go along with that. The punishment for breaking this agreement would be full-scale militray intervention to destroy or seize the offending material.

This proposal agreeable?"
