I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.

Seated at the head of the table, wearing a rather fashionable white slacks, red jacket, white dress shirt combo, the Swiss Ambassador seemed stoic compared to his appearance his hawaii. He removed his mirrored aviators and set them gently on the table, in the process, revealing his 200k CHF rose gold-Patek Phillipe and the Swiss Flag-styled clock face on it.

"All of us," He began, "Have suffered under the influence of terrorism. I lost most of my maternal family in a few seconds as a result of it. Today we come together to determine how we're going to defeat it, and who is helping them. The Swiss Government has provided me with a policy and action statement to be read later, after the meeting has progressed for some time."

The Mongolian General, a different one than the one that was at Hawaii, speaks up, "It is doubtful that any quick measure will work effectively, but we cannot use this as a reason to delay our attempts.  We all know the results of the long term goals that the former governments had.  In any way, we will need an international effort."

A wing of stealth fighters fly in, escorting a heavy bomber plane refitted for maximum survivability. The bomber drops off a squad of twelve elite soldiers in body armor and carrying US assault rifles, escorting a tall figure completely obscured by a hooded cloak, with a one-sided mirror where the face would be. It carries a similar set of body armor and assault rifle. The figure speaks, and its voice has been modified. Indeed. The New Order organized this meeting because of a grave miscarriage of justice that has occurred. As you may know, many of us have been attacked by terrorist cells who have been interfering with the proper workings of our countries. We have not been excluded from this. An extremist terrorist group began recently taking violent action against our governing body. Our intelligence indicates this group is affiliated with a similar organization in another of our compatriots known as the Horesh Kopesh. However, that is not the full reason we have called this meeting. We have reason to believe the Australian Dominion is funding these terrorist organizations! These terrorists were armed and armored exclusively with Dominion military grade equipment. The support of terrorist factions is among the worst crimes one could commit, and matters such as these are unimaginably serious, as my presence in person is indicative of. Terrorists were behind the destruction of civilization! Therefore, I ask that we all negotiate a treaty severely limiting the sale and use of most weapons of all kinds, and agree to commit ourselves to keeping ourselves free of terrorism. In addition, I would ask the Dominion why they are funding terrorists, and if they deny their involvement, how the Dominion military arsenal is so easily available that it is the weapon of choice for terrorists?[t]

The Swiss Ambassador chuckled, but his face grew grave in just a few seconds. "My country in this new world has a significant weapons manufacturing component. You're asking for the categorical destruction of the Swiss economy and I can't in anything resembling good conscience support that measure. You've made all these allegations, give me solid evidence if you want credibility. An authoritarian state such as yours should have the least of worries with regards to terrorists. For the sake of fairness, I want the Dominion to tell me how significant quantities, if such exist, got into the hands of these terrorists. Referencing what economic information I have about the Dominion, arms aren't a major export." He turned to face the figure. "Now, for your part, more information and more truth certainly can't hurt. Lay out everything you know and have concrete evidence for about these terrorists."

The Sky Lords, still in orbit, again sent a representative in the form of telepresence.

"Correct me if I'm wrong, but terrorists tend to ignore laws, correct? Clearly, laws limiting the sale of weapons won't stop them. If you want to cut off their weapons, you'd need to stop illegal weapons trade, not legal weapons trade. Also, I suspect that such laws would result in an increase in crime, judging by empirical evidence of the Old US, where three of the cities most notorious for crime--Chicago, Los Angeles, and New York--were also three of the cities with the strictest firearm control laws; this evidence gathers additional weight when you consider that arguably the worst plague of chronic gun violence happened in Chicago, which had the strictest laws. In short, I won't agree to such laws because they will cause problems and not solve them."

"Quoting Heinlein won't help us, MacPhearson. Anyways, if someone has a plan that might work, we're all ears. Might I suggest starting with some sort of global organization that includes not only us but also, eventually, every other nation in the world? Such an organization would help foster cooperation amongst member nations, which would help with this and future crises."

The Dominion's representative, John Tennenham, the head of the Dominion's diplomatic offices, sat at the table upon a reinforced chiar, flanked by two bodyguards wearing dyneema armour.

His face scowled, looking at the Order's representative. He spoke with a deliberate and serious tone, but there was no hostility in it. "At this time, we cannot fully disclose half the information that you request due to security concerns. Your claims of Dominon armour and weapons being used by the rebels, although probable, are insubstancial until we see evidense of it. We have had reports of weapons and armour being stolen however, so we are inclined to treat it as a probable explaination to those.

Not only that, The Khopesh's have an extensive infiltration of our own government. While we have been able to minimize the impact they have had, they still have a noticable presence upon our operation. If anyone needs proof of such infiltration, you but need to ask our host's representative here. We've already managed to flush them out of what we believe to be their main base, though they were able to get away unscathed. Our troops are still in the area on the hunt for them, but due to the weather conditions, we've been having trouble maintaining steady contact with them.

And some new intel that we have suggest they will likely stop with the weapon thefts, if only facilitated by the fact they have acquired the capability to make their own weapons and munitions, and further intel suggests that they may also already have a weapon of mass destruction, though we are unsure on what type it is at the current time."

John coughed, before finishing his reply, this part directed at the Sky lords representative.

"And forgive me if I'm wrong here, but isn't that an unrelated correlation? If you intended to mean gun crime, than it is a mistake which can easily be forgiven. We had stricter controls, and gun crime was very low due to it."

"To paraphrase Ian Fleming, 'Once is happenstance. Twice is coincidence. Three times is a pattern.' Once we see more than a couple examples of cities with both unusually high violent crime and unusually strict firearm control amongst cities of a given nation, with the most extreme of one being the same of the other, one simply can't assume that such laws reduce such activities. Which was, actually, my point--not that completely deregulating firearms would reduce crime (which is ludicrous) but that strict firearm control does not stop violent crime. I'm not terribly familiar with the situation in your country, but, again 'Once is happenstance.' I simply don't think that preventing legal ownership of weapons will so much as impede these illegal (and international, let's not forget) terrorists if they can't even stop street criminals."
