The delegate from the Swiss Confederacy at that moment walked into the conference wearing a floral shirt, aviator sunglasses, khakhi shorts and sandals. He was carrying a cardboard container that made clanking noises with every step, each clank sort of on a musical offbeat to the flop of his foam shoes. Frost covered the outside of the box, and as he sat down, he placed it on the table and opened a flap on one end, revealing several cans.

"Evening, gentlemen. I'd have brought some Feldschlösschen, but herren, you clearly don't need anything else impairing your judgement. Apfelschorle?"

"Indeed, the topics themselves are volatile enough as it is. Still, it's unusual that the swiss was late, concidering their reputation pre-cataclysm for their ability to manufacture timepieces, though I could understand why such a reputation has not yet been regained."

I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.

The delegate slid the cans across the table to those who asked for them, kicked back in his chair and lightly shook a can for himself before opening it.

"Come now, toddlers and pregnant women drink this in Switzerland; it's only a dry apple spritzer. I would have brought beer but as I said before, I don't think anyone needs it while discussing such a topic. Tell you what, when we have a summit on saving the whales, I'll bring some distilled fun. In the meanwhile, I could only in good conscience bring this." He grinned and looked towards the Australian,  "As for our watches, I was perfectly accurate in knowing how late I was going to be. Jet lag is a cruel mistress."

He quickly returned to a business like posture after a single sip.

"Alright, so, how have the negotiations fared thus far? What is the central issue? Based on the attitude of the Mongolian gentlemen and President Ozolynsh, sounds like abysmally."

"Two things." The dominion representative stated, before continuing. "The first is a mutual non-aggression pact between nations. The second is an NBC non-proliferation treaty, with plans for immediate disarmament of chemical and biological weapons and a layout for nuclear disarmament."

The dominion then turned back towards the mongolian. "We were never insulting the motive, the method and the lacking competence of the mongol's military command were however what I was remarking on."

Likewise, my native confederation has ample nuclear weapons to prevent a WMD strike on us without needing chemical weapons. And if it be decided that someone has broken the threshold, we can either punish them or because of their advanced technology or quantity, raise the threshold for minimum credible deterrence."

Indeed, I feel this is an acceptable policy as well. As long as we have some nuclear devices, no loss is occurring.

By the way, Swissman--what's you're nation's official name?--I'm sending you a brief description of what we know about the 'Plan' that they've got. Notice how vague and ominous it is. "What difference does it make if they keep the nukes for self-defense, a 'Great Plan', or because they like the color yellow, so long as they don't use them? Oh, and it's still Confederatio Helvetica. Of course, I'm no great military mind, so the boys back home will have to look over what you send before my country can made a solid decision. But, let's see if we can't hear it from the horse's mouth in its entirety." He turned towards the New Order's representative. "What is the great plan?"
