Nah, those were just multiturn. None made a breakthrough, and I just didn't want to write the same thing ten times.

Anyway, for the point thing, here's some guidelines.:
Small project: 5
Medium project: 10
Large: 15
Add more stuff for a bonus.

Each point represents a d2/d3. Not out of that yet.
So a project with 5 points will be rolled on a d10.

Or do you want to know how they are generated.
The involved factors are Economical efficiency, population and infrastructure.
For science, it's Education, Science efficiency and population. (Education is rather important here.)

Oh yes, just as a note, any of those sheets that was done by me was based on memory and is certainly incomplete.

Edit: Now that I made that fancy point thingy, you're no longer limited in actions. Also, if no distribution is given, I will distribute points evenly.
