I would suggest looking at the est. 2008 population statistics in this link.  You can see why china would not want to waste nuclear weaponry.

This is not China, it's a conglomerate of different Kingdoms. Oh, and it's not a waste if they destroy the nation that by excessive civilian gas bombing managed to kill almost 1/10 of their population.
