As a note, the anti sat missiles of the New Order do burn up in atmos.

Their Cereberus engines (in particular the nuclear part), can survive reentry, though not without loosing containment.

The New Order is the only one trying to be secretive. The Sky Lords are not.
And "using meta"? Your first argument is pretty dang meta. And no, I'm not using meta, I'm using suspicion and ignorance.
