Your opinion doesn't matter that much, it's ebbor's that does.

My opinion doesn't matter, it's the dice's one that does.

Well;actually, it does matter, but there's a certain leeway with the laws of Physics. Breaking them's hard, but not impossible.
Oh and just a note, lasers are ineffective* against organic matter. Water, which is the main component of organic matter, takes quite a lot of power to evaporate. Most laser impacts would just be fairly minor burn damage.

Oh, and just a note, secret actions are possible.

*Compared to standard weaponry, that is. A sufficiently powerfull laser will kill.

Laser weapons aren't necessarily less EFFECTIVE than kinetic weaponry. They're almost certainly less EFFICIENT, however.

Anyway, some explanation of the mechanics.

I recently added quite a bit of numbers to the stats. These show your general efficiency. Basically, each roll* uses a dice which size is of correspondence to it's difficulty.** Each player has a base succes rate, which is augmented by the efficiency and population. (There's a square root involved, so large populations don't give that much of a benefit). Hence, for smaller nations it's usually better to invest in special facilities*** rather than trying to get the efficiency up.

Another note is that being precise with your actions helps. A lot. Remember, the GM is lazy.
