Edit: After doublechecking, i realize this was a lie, so!

Proposal: Universal Monitoring of facilities except in cases of relevant experimentation or problems with containment that result from surveillance.

Dr. Drake suggests something similar be provided to all researchers, administrators, and other knowledge workers* once the base is set up.

*Whatever that's supposed to mean.
