Sounds fine. There's probably implementation problems, but none visible at this time.

I know it's a little scribbly, but here's what i was thinking. All of the red lines are electric fences, the blue boxes are manned gateways. Area A would be designated for living spaces, basic office work areas and basic asset storage. Area B would be used to house Class D's (i actually intended it to be a little smaller, but i grew impatient, just imagine that area C actually contains part of area b). Area C would be used for labwork, higher priority storage, and perhaps very low level containment of SCP's not deemed a threat.

(basically i am not used to the crude applications of paint, which is why the letters are so weird looking. I did not realize there was a pencil tool until later.)
