IIRC Goon had a gang mode but it was hilariously bad that they had to discontinue it was a regular roundtype. I might be misremembering or it might have changed though, this is information from two years ago in my crappy memory.

Were I to add one, I'd simply take the method used to convert in rp-rev and apply it to several different teams, with each gang leader picked by the gamemode as a separate ganghead.

Since we're running objectiveless, it would just be a matter of making the code pick gang leaders, scale it, and maybe add some modified uplink.

Hell, if rp-rev is broken on BS12 too, it might just be a rework of rp-rev into a new mode.

Holy fucking shit somebody made a PR to remove a barsign and this was quickmerged for whatever fucking reason and our forum host got mad and now there's a global thread where people complain.
i'm sick and fucking tired of all this petty fucking drama in /tg/ all the time.

If I recall, that was part of the reason Urist as a whole moved away from tgcode. But I'm afraid discussing this further is getting close to violating the spirit, if not the letter, of the rule in the OP.
