My guess is that this was supposed to be, like, stabilizing it with a bolt or something. Although, hilariously enough, the failure message states that 'You smear the screwdriver around', so it's probably just a random placeholder.

Depending on what outrageous amount of power multitools are capable out outputting, you could totally have them weld bone together. I mean, the absurd temperatures would ruin everything nearby, but hey.
Also I'm not really sure what you would need to do that. There's not a lot of documentation on the electrical properties of human bone, or the applications of utilising them.

I suspect the screwdriver is used as a chisel to make small grooves in the bones to wedge them together like Legos. Crazy, extremely inefficient, dangerous and likely to fail, and even a success permanently damages the bone? That's ghetto surgery.

Aaaactually, it has a 75% success rate, so one chance in four to fail, and even if you fail, it actually deals NO damage unlike some other steps.

Clearly, the reason why the Wizard Federation hates NanoTrasen is because the company stole their magic healing screwdriver technology.

That's in-game. Ask your local orthopedic surgeon what they think about using a screwdriver to affix bones to one another. I doubt they like it.
