I always had a little Headcanon that procedure said no one but the HoS could arrest another Head, barring extenuating circumstances. Unless the HoS needs to be arrest, then the Captain, Blueshield, Warden, and Head of Personnel should be present if possible.

That doesn't sound like a reasonable procedure - if the, say, CMO, happens to be screwing the HoS or they know each other since they were born and drink every other day, they essentially have full impunity.

Not quite sure what you folks mean by "arrest". Like detain them forcefully? Because if so then the crew usually gets to that before the heads do.

I actually like the nuclear mode changes. Most people follow the nuke station path because that's how it's set up and it gets old after a while.
