It's a way for antags to coordinate a single plan OOCly to make the round more interesting. Assuming the traitors/other lone antags manage to find each other and start talking, the IC conversation would either be weird as hell or they would use LOOC which is both easy to hear on accident and strangely underused for such a purpose. I'd think you of all people would support it.

Code words are difficult to work into a conversation, easily missed and forgettable. PDAing people is specifically advised against and although not many know this both AI and CE can access message servers.
But anyway, it looks like I have some paperwork to do.
