Well, it is currently the chemical system used by /tg/. And the port is via /tg/code. Hence, /tg/chem. A chem of /tg/. What, exactly, is your issue?

also i saw that thread on bay about stagnation, developing on live really is the way to go. it's good for coders because more testers and its good for players because they get to play with new stuff more quickly and more often! with the culture of ss13 the constant changing of the game really keeps it alive, and having continuous updates helps with that tremendously.
