Can someone explain how to set up the Thermoelectric generator? The game says I should receive six parts from the crate, but all I got was the one generator.

The Thermoelectric generator is in three parts, the generator itself, which you got, and then two "Binary Air Circulators" which you need to order from cargo individually.
The two binary circulators go to either side of the TEG (Thermoelectric Generator), then wrench all three.  By piping cold gas through one circulator and hot gas through the other you can get power, the difference between the temperatures is related to how much power you get, generally the higher the difference, the more power you get, the power itself is output into a wire node under the center part.

Also, as I found out while setting up a RUST engine, if a TEG is generating a large amount of power, it has a chance to spark as it's generated power falls to half, but it'll go back to where it was shortly.

The TEG (Central part) has two orientations, you can tell the orientation by the grey parts either to the right, or above/below it, respectively.  That is where you put the circulators, which have four orientations, you want the circulators to be to either side, or above/below it, depending on which way the TEG is orientated , , then wrench all three parts down, the lights on the circulators should light up.  The red four-pixel light on the edge of the circulators signifies the output direction of the gas, you can also examine a wrenched down circulator and it will tell you it's output direction.  You want to pipe hot gas into the input of one of the circulators, and cold gas into the input of the other, the output gases have a temperature averaged between the hot and cold.  The greater the difference between the gases temperatures, (and perhaps more, I haven't tested much), change how much power is generated.
