So that means it would go up by +2 or +3 with that tech?  Also, round down what?

In case of a later tech increasing by X.5?
I guess it would be +3, since it is the refresh rate (+1 normally) that is increased by 2. So +3.

That's a long way to say it.  There should be an easy way to shorten that, like just using the first letters or something.
