Taking back Safehouses?

Ok heres my problem, in my game the CCS took over all my safehouses except the homeless shelter.
I did a daring raid on the Intelligence HQ and published their files and such, getting them all murdered by the FBI.

However, I no longer have access to any safehouses that can house the Liberal Guardian, losing a huge advantage toward liberalism.

Anyone know how to reclaim places that I can upgrade?

(also for those interested, my founder is in jail serving 8 life sentences, I have a SHITLOAD of sleepers, and my current LCS is pretty much a 15 year old girl, a Fashion Designer, and a Black Belt. Most laws and the senate/house are Liberal, but the country at large seems to be having a second conservative uprising, so I need the Guardian to help spread the message again.)

Same way you take enemy safehouses, go over to the safehouse and shoot it up until they stop sending reinforcements.

but when I look at The Industrial District, all I see are

A-Homeless Shelter
B-Aluminum Factory
C-Aluminum Factory
D-Dench St. Housing Projects
E-Rudkin Garment Makers
F-Sterling St. Recreational Drugs Center

Would I shoot up the Aluminum Factories?
The Drugs Center? (LOL SHOOT UP)
Can ANYWHERE become a safehouse with enough LIBERAL application of bullets?

No, only designated safehouses and the crack house or whatever it is now called. You'll have to fight off gangsters to take that safehouse though.

So basically, I need to shoot up the friendly neighborhood, 100% legal, Pot Dispensery.
Fan-freaking-tastic.

Amazing how often this game makes you do things that should make your characters facepalm :P

Considering drug laws are Elite Liberal, I just don't know how many CONSERVATIVE gangsters there will be....

Ah well, time to tell my military sleepers to send us some hardware.

Also need to recruit some people to USE that hardware.

Like I said, my squads down to THREE  :o

EDIT: ok I scouted it out and yeah there are a LOT of Conservative Dog Gang Members there.
Now to get that sweet military issue hardware...

Its a slight glitch since there are "Police Gang Squad" creatures and the game, so even when police laws get high enough, police will still show up.
