Lots of people invest in mining & woodcutting- but those train up relatively quickly, and their only effect is on speed, so you might find that it's better to invest the points elsewhere.

Does mining skill no longer determine the odds of getting a stone/ore? I honestly don't know the answer.

No, not anymore.

On my latest embark, I started with 0 skills, and spent all my points on iron ores. Took three years to haul it all inside (Partly because everyone had better things to do, but still!).

It was a decent start, and allowed me to to match people's jobs with their affinities. And the OCD part of my brain likes that.
Having full steel armour & weapons is nice! The start is considerably slower, but I enjoy the first stage of building and designing a lot, so it's all good. <3

As Naros says, mining no longer affects your changes to get stone/ore.  Its now a flat 25% per tile, except for "small clusters" which is most gems and the rare metals (e.g., native platinum) which drop 100% since there are usually so few tiles of them together.

This was added at the same time making stone blocks and metal bars became one stone/ore gives four blocks/bars (and more for lignite and bituminous coal).
