Hmm, the plot congeals.  There are rumors that some european countries wanted him arrested, and it looks like he will be staying in the vatican for his "security".

citizens yes but no country was actively hunting him down. Its just to say he aint going to be taking long vacations.

you really think that the pope has the kind of executive power to decide who to protect and who not to?

he knew, for sure. protecting may or may not be his choice.

but remember that all the pope that wanted to change the church ended up dead. theories, of course:

but the resignation of this pope was just after some spy stuff happening months ago. remember it? barely? that's why resignation is happening now and now back then.

Did he? Last thing I heard was that there was some kind of power struggle, and that the Pope actually had very little to say in what happened.

Besides, several cases are more than a 30 years old, and most actually predate his papacy.

In fact, from what I can make up from wikipedia* is that he actually tried and partially succeeded to combat the problems more effectively, compared to his predecessors**
So, as far as I can see it, he was better than the rest of the system, which wasn't really that hard.

*Most truthfull source in the world
**The previous methods being that everyone just takes care of his own problems, and hence nothing happened.

The Vatican is apparently corrupt all the way to the top (who ever could predict that huh?), with a number of cliques amongst the cardinals all working against one another. Ratzinger apparently wanted to reform things, but met with such staunch resistance that he could only change things on the outer edges of the power structure, hence the decision to step down and let a younger man continue his work.
