Wut? I've already seen (and defended) the argument that Belgium was responsible for WWII and the Cold War by not letting the Germans pass gently in WWI, but I've never been able to blame WWI on Belgium? How so?

Well, 3 is easy (just split of the German-speaker). You could also split of Liège (they've been independent for about a thousand years before Belgium, they can revert). Brussels could become a European DC. I'm not sure in how many part you'd split Flanders, but I'd guess no one would miss West Flemish and their accents.

Belgium is also accountable for WWII not for letting the Germans through, but also because they are responsible for WWI. I'm sorry, Belgium :v

No, Belgium caused WWII by signing an agreement with the French then screwing the French over in 1936 by turning their backs on the French out of the idiotic belief that they would be neutral in the next war.  Belgian was relying on France to protect their sorry assess but banned French troops from the country and took away the French ability to actually enforce the Locarno treaty.  Without Belgian freeloading the French dont have their hands tied in the Rheinland crisis.

Like people say the French or Brits or Americans should have done more or sooner but that pales compared to the freaking Belgians who actively undermined the efforts to contain Hitler with their stupid Belgianness.
