Well shit, if a printed word document with a ripped logo and in the wrong language is all you need for proof of conspiracy, then I have some people to get impeached.
Can you explain the "wrong language" part?

He must've overlooked the 'RAND cooperation' part.

What I find more suspicious: The logo is horizontal, but the text isn't. Either RAND has really shitty printers, or the fake's hilariously bad.

The memo would presumably be in Ukrainian. I missed the RAND logo too, so that might explain the English. I don't know much about them though.

If I recall correctly, Poroshenko speaks English. Untranslated documents wouldn't be a problem for him.

It's fake. English speaking people do not make their sentences like that. The excessive use of "shall be" especially.

What caused it? Loss of supply lines or necessity to consolidate due to a deteriorating outlook in Slavyansk? Or consolidation due to preparation for an offensive?

The city survived almost four months of Russian occupation...

And it is mostly intact because Ukrainian Army never used barbarous methods of war like Russia in Chechnya or Assad in Syria

I hear a couple of apartments got flattened or damaged, might not have been Slavyansk though.

Anyways, looks like their morale has been lost and Ukraine has also taken the nearby city of Kramatorsk.

There are a lot of such photos from Slavyansk and neighbouring cities floating around the Russian internet.
Villages located near rebel-controlled roadblocks (like Semenovka) were heavily shelled by the Ukrainian army and lie in ruins.
Also, the television tower at Mount Karachun was destroyed by rebel counterbattery fire.

Russian border guards at "Donetsk" checkpoint on the Russian-Ukrainian border were shelled by Ukrainian forces around 15:00 local time today (there's only a Russian link, sorry)
. There were numerous such incidents over the past weeks, which were always brushed off by the Russian government.
Bloodthirsty irredentist Putin continues pursuing a staunchly non-interventionist foreign policy. Quite a lot of his supporters on the Russian internet are pissed off at him because of that. Many anti-Western Russian websites like odnako.org are in a state of constant shistorm over Putin's inaction.

Sure. It is far from having But if you compare that to Post-Chechen war Grozny it is almost intact

I'd not call that panic. I see well executed regrouping. They are concentrating in larger cities.
As for morale.... Yeah, various local militiamen are panicking with seeing how real soldiers leave them behind. But they never have been an important part of Russian forces.
