Fun fact - said building was built by the Labour Party. It was ridiculously expensive due to their terrible incompetence in managing the construction. The SNP wanted to use this building:

But Labour said it was a "Nationalist shibboleth" and threw all their toys out of the pram and spent £414 million on that eyesore just to get at the SNP.

I would think that Europeans of all people would understand that the solution to unaffordable housing is to build more houses not turn on each other.  Don't you guys have mandatory propoganda highschool classes telling you that socialist building projects will solve everything?  IDK, I might have dozed off in history class.
In the UK we built loads of houses but then they all ended up in London and all ended up being bought by rich Chinese, Russian and Middle Easterner investors meaning we're back to square 1 but London's richer. Oh, and the counties are turning on whoever was at the head of the local building projects, if labour or con was there they take the flak. Plus no one really wants to live in the North as there's little up in the North because there's no industry, and then there's the whole demolishing the countryside for more infrastructure and housing that everyone but politicians tend to oppose. It varies from nation to nation, and even within nations it varies between little subsections.
Seems like you're doing the same for your Nuclear power plants.

Should place those in London as well, it only has benefits.
  - Less transmission loss
  - Nuclear District Heating
  - Radiophobia means lower housing prices
