Is it illegal?  Because my guys are frequently being chased, yet they have no crimes listed (well until they ditch the police).

Paint-on-coats and squirting people with water are technically Assault IRL.  Not sure what it would be in LCS.

Mobs aren't a problem, I have pre-gun law guns that no one has now, they the mob usually runs.  If its a crime then it's too late now, they already ditched the police.  Thanks anyways, I'l keep this for future reference.  Is there ANY legal way to raise juice?

Mostly no, but there are ways that don't raise Heat or attach a Wanted For X.  (Heat is the stuff that gets on your safehouses and eventually causes non-Fireman raids.)

Community Service is so legal that wanted criminals can't be arrested whilst doing it, but only raises Juice to 0.  (If you have Prostitutes, Crack Heads, or other negative-Juice people, this can patch that up.)

What I call "petty theft", taking items found lying around a site, only attaches a Theft charge if an encounter was there to see you take it.  It gives 1 Juice per item, up to 200 Juice.  This applies to everyone present, provided they've room.  Theft in this manner, even if you get seen, doesn't add Heat.

Vandalism tends to attach a charge no matter how you do it.  That said, nobody really cares enough to track down the vandal: no matter whether you were releasing genetic animals, spraypainting sites, or Making Graffiti, you won't get raided for it.  You can safely rack up hundreds of Vandalism charges, though they may make life more difficult in court--I'm not familiar with how charge-severity works in LCS.  (Smashing machinery is a very quick way to Juice up to 100 or so.)

If you have military weapons/armor and decent training to go with, killing CCS members at their safehouse is a risky but Heat/charge-free way to Juice, all the way to 1000.

Yeah,  I guess making my leader legal is no longer valid  :-[.  But thanks, I guess I'l go for heavy vandalism.  Graffiti is pretty bad in court actually, especially when you have 25 counts of it.  Though, I've never had a DEDICATED graffiti person, so the other charges may have added up.

Not necessarily--unless you've a Treason, Terrorism, or Murder rap, you ought to be able to make a defense.  Stuff like Harmful Speech, Flag Burning, and Drug Dealing goes away once the laws go L enough.

Usually if the person is Wanted For Vandalism (as in that's what it says on the character sheet), a decent sleeper Lawyer will generally suffice to clear that up.

I still have no idea how the thread of "Taking the "Crime" out of Liberal Crime Squad"  got his leader juice legally.  I have another side-question, sorry to bother you again.  My little sweatshop of immigrants that just made clothes for their comrades managed to rank up 290 heat just making clothes...  I never let them out into public, and they have no charges.  How did that happen?

Never had that happen, but I typically don't have more than 1-2 Sweatshop Workers in the LCS.  Best guess, having a lot of people present reduced the safehouse secrecy.  From there, one of two things:
A) Someone else at the site had Heat and that transferred to the safehouse
B) Simply being undocumented is enough to give Heat at low secrecy levels (?)

Now something really weird happened, started a fresh game and got some illegal immigrants but no alarms or suspicions raised.  So, I just let them be legal and sell tie-dye shirts.  Apparently after a day of working ALL of them are chased by the police and brutally murdered FOR SELLING SHIRTS  :o.  I've had people cause trouble for months on end and they rarely had police chase them ???.  I'm starting to think my versions bugged :-\

EDIT:

Whoops, sorry.  I realized they were all naked when selling them :P.  Though that is a little harsh for nudism...

Sweatshop workers are usually naked. Naked in public is a BAD crime and almost always gets the cops on you.

roushguy is correct and that's a good first-step to check.  I should have thought of that myself.

Sweatshop Workers are (in LCS-land) by definition undocumented.  If you were playing Nightmare Mode, the Death Squads will shoot for anything, and being undocumented probably doesn't help.  (I don't recall Police arresting for being undocumented, but it's possible they do and I missed it.

Street Sense saves lives, I guess?
