The Shrouded Lands

In the time before time, there was nothing. Nothing but the shroud, which obscured everything that was and wasn't. One day, the shroud parted, and from underneath the eternal fog land rose for the first time. The Eternal twilight of the endless mist was parted, and the first day and the first nights were created. More and more land came out from under the shroud, and with it came the first living beings. The animals and plants of the forest, the fish of the sea, the birds of the sky and a myriad of other creatures. There were also others, and their thought and hope created the first of the Gods, who could see the fog, and understood it. They stabilized it; preventing it from swallowing the little ground it had given prize.

worshipers tend to be war-like, but refuse to kill a defeated foe.
Symbol is a broken tree.
Traits:Bonus toward war.
Do better in wet places.

Civ name: Nazalam, because subtlety is for the weak.
Description: A human tribe that decided that more territory is good and fitting entire tribe under bogstandard cliches of proud-warrior-race, goblin-type-swarm, stupid-orc-race and so on is stupid.
Traits:
- Expansionistic (bonuses to conquering territory and growth) (let's say 2 points);
- Advanced healing magic in about 2-5% of the population (uh... 3?);
- Veteran soldiers: the more battles a given unit survived, the better its stats become (2?);
- Additional village (2);
- A rare metal from which high-quality weapons and armor can be made (I don't even know anymore);
- If horses are untamed by default, we have tamed them. Otherwise nothing;
- The remains go into technology.

How much would all this stuff cost?

Modified some stuff. Also, for the map, give me some features you would like. Makes it easier to set up hexographer. (Ie, much ocean, Tundra, vulcanoes, stuff like that.)

Name Civilization:Elecknigh
Description: A warlike race that pefers to leave defeated enemies alive
Traits: (20 points to distribute, see below)

Stats:
-1 Fortress
      -4 villages

Trait points:
   -Magic users: all Elecknigh can channel electricity through their melee weapons but about 25% can after eating a large amout of electricity shoot lighting bolts from their hands. 11 ish points
   -Different race: Elecknigh use electricity for food so captured food production places have to be rebuilt and enemies do the same for mine, we cannot steal food and they cannot steal mine, food production is higher in mountains but zero in deserts, they can only cross rivers over bridges, have reduced combat effectiveness over water and they cannot swim +4 points
   -Tech level: 8 for medieval
   -Extra villages [2 point per] 1 extra villages   2 points
   -Start with units: [1 point per] 1 pikemen 1 crossbow 3 points
   -Additional building 1 energy storage building 1 point

1. Fantasy setting. It all depends on what you want to use it for, and how much you know. (Technically the Greeks knew about electricity too.)

There's a whole lot of difference between the capability of shooting lightning out of your hands, and powering a lightbulb, for example.

How to use it as a weapon, storing it.
Basically I am making a race that feeds off electricity so farms would only gain food during thunderstorms but makes a lot more food when there is one
And for two I misread what you wrote

However, there are no plans nor any mechanics for a weather simulation*. Besides, the useage as a weapon and storage would be part of the ability itself. So then it depends on how much of the population can do it, and how strong it is as a weapon, as well as if there are certain prerequisites.

*As each turn is, while undefined, +- a year long.
