...Both non staffers are paralyzed, so I see a dilemma.

Two MUST teleport Chris and Alex out. That leaves them grey (unless they can make an action on the south border tiles after moving).

The other two staff users could teleport them out after this, but that leaves them grey instead.

I don't see a scenario where less than two people are left helpless (read: at the whims of paralyze) at the end of this turn.

What if the second two staff users moved into the escape area and then rescued the greyed-out staff users, via Rescue staff or good old fashioned pick-up-and-carry? After all, they don't actually leave the map until their turn ends.

That's dependent on whether

they can make an action on the south border tiles after moving

or they force-escape immediately after moving.
