Rosecross wasn't "hesitant". He was killing unarmed servants just because they happened to work for Prixima, despite the odds of them knowing anything being practically nil. The only one he was half-way upset about killing was Seyena and that's because he had the hots for her.

The only enemy who wasn't killhappy that I can think of was that thief girl.

Joz doesn't seem to get how surrendering works. When a small unit has utterly decimated part of your much larger army while taking no losses of their own, forcing said army to pull back to a final defensive stronghold from which there is no escape, the side that surrenders typically isn't the one doing the decimating.
