Unless noted, anything on www.d20pfsrd.com is legal, so long as it's published by Paizo and is not third party.  Custom magic items would have to be approved individually, though, so don't go crazy.

Also, for reference, post 1, post 2, post 3, quote 1:

Start at level 1, 200gp starting (Rich Parents trait allowed), 2 traits allowed on top of regular racial traits.  Favored class will function as intended this time, either/or.

and 20 point buy. Although all that info was in the past 2.5 pages, so it's not really hard to find.

I'm going to let you apply for any feat which you would temporarily apply for.  So yes.  Also if you've got low dex, but take a dex-based feat, and have a mutagen that boosts dex, that would be fine as well.  But it, of course, only works while you meet the pre-reqs.

Its mentioned at the top of the page,

Most of the following feats apply specifically to monsters, although some player characters might qualify for them (particularly Craft Construct).

It would be rather hard for some class builds that use monstrous abilities to perform sometimes without them, such as druids, alchemists, and synthesis summoners.

The problem was that he would only apply for these feats while under the affects of a mutagen (which is like a potion).  It's DM's choice how feats are applied, some will claim "Only if you meet the requirements" but I'm going to say "Even if you only temporarily meet the requirements."

In this case, the feat applies to natural attacks, but he'll only have those available for 1-2 hours per day, so his prerequisite is not a permanent attribute.  However I'm going to allow it.

Considering i'll be late this Saturday, is it possible to open the campaign sooner so I may enter my character ?

Honestly, you probably don't even need to turn it in.  Just make sure all the attributes add up to 20 point and your feats are legal.

Everything is legal, except the sheet doesn't give me the trait bonuses. These are +1 to Will and +2 to initiative, for a total of +4 Will and +4 initiative.

attributes add up to 20, not counting human attribute bonus which is in Int.
