It'd be like asking why we don't call German, "Germanistan".
Though in modern English parlance, "-stan" also carries a connotation of a small, failed Third World country. One of my favorites being Ethniklashistan. Or Kansastan.

I like how they make him a Bush-Obama hybrid (Obama's family, Bush's reading at elementary school on 9/11, etc.) to avoid getting criticism from that angle that he's mocking a specific president.

To the extent there's anything fair to be said on this issue, the one that said that wasn't the one deciding not to implement the noted federal rules. It was a warden back in early '00s that said that to the mother of a 16 year old who was later raped to the point of committing suicide. The one speaking against the federal rules is the current governor, Rick Perry.

Mind you, Perry is blatantly lying out of his goddamn ass in the process of doing so, but I guess it's worth making the distinction. And hey, I guess Texas's bottom line is more important to him than honesty* or trying to keep minors in the prison system from being raped, sometimes to death. Something to remember.

*E: Well, to be fair, it could be that he's just incompetent, has the memory of a syphilitic goldfish, and is too stupid to hire people to keep him from saying things that directly contravene his predecessors. I guess that's better than lying to the people and the justice system.

The whole thing is rather horrifying.

Personally, I feel that if the whole prison rape thing is being adequately addressed then things like age segregation wouldn't be necessary. Might work as a bandaid for select circumstances, but if someone has the capacity to do that to a minor they have the capacity to do it to someone else.

Of course, nevermind that the way we do prisons is a bad idea from start to finish anyway.... Ugh. The only way I see fixing this problem among others is to tear the whole prison system down and build anew, focusing on crime prevention and with punishment being incidental.
