Actually the past two elections actually were decided by Colorado if you look at what won Obama his 270th electoral vote.

Outside of Korea, the US not being a signatory hasn't had a real effect, with virtually all "mines" in use now (except in Korea) being the above-ground, command-detonated sort (the US version is designated the "Claymore") that are explicitly permitted. Equally important, the US has actually gone farther than the treaty because US anti-vehicle mines (which the treaty does not cover) are designed to become inoperative after two weeks, either by exploding at that point, or (if the self-destruct fails) the batter which detonation relys on going dead. The primary reason that the US isn't already a signatory is Korea, where existing treaty requires the US to supply part of the DMZ defenses, which include minefields. There's going to have to be some negotiation between Washington and Seoul over this.

As for Korea, they are just stopping replacing their stockpiles. That gives them 15 years at least before they run out.

It seems the national debate over police militarization is taking one step further out of the shadows as an ACLU report about the use of SWAT teams has been going viral, and as they file a lawsuit against the North Eastern Massachusetts Law Enforcement Council because the majority of SWAT teams in the state are claiming they're exempt from records requests because they're set up as private corporations, even though they're still paid for by taxpayer money.

It's not the smartest move on their part. It means they don't have to obey records laws for government departments... but it also completely rips away their legal immunities as members of the enforcement class, making them vulnerable to lawsuits and criminal cases against their individual members and corporations which *won't* be paid for out of the general tax pool, renders potentially a good chunk of what they've been doing illegal, and allows them to be requested by a court to reveal those very same records.

Private organizations of the like (mostly in the form of private detectives) have a long history, including a history of working closely with and for the police.

Obviously, such relationships weren't traditionally used to cover this sort of private organization, based around violence rather than investigation...
