It does, that's the idea. The bridge prevents it from flowing into the tunnel below. You can then retract the bridge, and it will flow into the area beneath.

I think I'm starting to understand. The dwarves stand on the ramp under the bridge, and then carve out a ramp above them and adjacent to the bridge?

That's it exactly. The upward ramp removes the floor (and wall, if there is one) of the level above it, which causes the water to pour in, but not on the dwarf who is safely below the bridge (I'm sure someone can provide a beard joke as to how he or she does this). Note that you will have to dig a notch on the bridge level first, from which to build the bridge. Seal it off with a constructed wall before digging the ramp. For maximum safety you might also want a raising bridge further on in the tunnel, since I think a building destroyer could eventually come along and smash the retracting bridge.
