I was thinking about using Disguise Self (possibly into the paladin, for the lulz), sleep (to incapacitate any shopkeepers), and eventualy slip it into somebody's backpack while they're not looking (again, for the lulz).

I wouldn't say that would even be required. He could say something like: (Bluff) King's Recruiters! We are commandeering your potions for the war effort!

But seriously, I think it might be a better idea to convince a vendor to let me buy on credit.

There are rather strict rules about buying on credit. For one thing, no buying consumable/one use items on credit, since the shopkeeper can't get it back if you don't pay up later. Also, you have to be known around town and get a letter of recommendation from someone the shopkeeper trusts. You actually have the recommendation already(thanks to that monster diplo roll earlier), you just need to get the shopkeeper to trust you enough.
