"Well. We could try our luck fighting an extraplanar creature made of living metal and deadly spikes. Or. We could not awaken an obviously bound evil destructive being and end up nearly killing ourselves. Who votes for the latter?"

"Oh, clearly the latter. But, I'd rather not have it surprise us while we're not looking. At the very least somebody should keep watching."

So if a consensus is reached I will swing at the chains? It's only DR6, people.

I ready my sword and shield.

"I dislike the forces of the Utterdark and the Abyssal Planes as much as you, but if you touch those chains I will be forced to kill the devil, and then you, for you would pose an active danger to myself, yourself, and everyone around you. Do not be idiotic. We should at least think about this and set up an ambush if we want to fight this thing, instead of letting it remain bound and harmless, rather than killing it and allowing it to return to the fiendish plane where it can wreak more havoc."

Alright then, everybody ready?
How will my roll work? Should I roll to break the chain or damage the devil?

...........just so we're clear, there isn't any devil right now, just a pile of chains

No. I suppose there are similarities, but I'm fairly certain angry birds doesn't let me charge into a battalion of knights with a car made of circular saws.

"The question is, can we avoid the fiend altogether? If so, let's not trouble it."

Yes. I think we're working off the assumption that disturbing the chains summos the devil or something.

That's still high enough to damage part of a chain, It causes everyone to tense up, ready to fight a tough battle.....

.....and nothing happens. Upon further inspection, prodding or even moving the chains doesn't do anything either
