Simply put, In an effort to prevent premature !!FUN!! due to overpopulation and ill prepared fortresses I feel that there should be a toggle-able "Requesting migrants" option that tells the mountainhome weather or not you actually *want* all the peasants they're sending your way.

That way people who suck at the game and have too much fun *cough*me*cough*, Could have better preparations for the useless sods that'll inevitably flood my barely developed hole in the ground.

Speaking of which I think the concept of being able to request things from mountainhome directly would be pretty awesome.
Megabeast. Send army of finest soldiers.  Request the aide of a master engineer for a hefty price.
Maybe have a debt and repayment system if you ask for too much. Maybe make it so you get one free mountainhome action every 2-5 years
and beyond that you have to repay them. With gold...Fine gold...Or willingness to take a giant wave of useless immigrants.

maybe a system similar to the first trade caravan you get can say something like "hello [insert fortress name], we request your fortress's permission to join you in your efforts" after they move their group into your fortress's meeting area and talks you the fortress leader/mayor/etc. you then have the option to look at each immigrant's individual stats and histories and decide who stays and who goes. of course telling a mom her 2 month old child cant stay because it would take forever to grow up would cause her to forget about joining you and would rather leave with her child.

Those two were from the first page when searching with term "migrant control". And there are more, I just quickly skimmed through the list of first page, some threads from other subjects also deal with this.

I did it myself you need:

One underground fortress
Zero doors leading to fortress

A bit improved version includes leaver - controlled doors to fortress for picking up dead dwarf's stuff.

A related, and IMHO, more amusing twist on this suggestion would be:

"Dear Mountainhome, Please take these peasants back." with an interface to reject immigration status to migrants, or even fortress members, and send them back home with a bad thought.

May be Mountainhome should collect taxes from your fortress in form of some goods. For example the liason, when he arrives, tells you that Mountainhome requires some goods and you should give it them or King will send some troops to punish you for your rebellion.

The game already has this feature. Simply edit the population cap in /data/init/d_init.txt
