If you've already registered the cd key you can't gift it afaik, unless there's some new feature on steam.

You can only gift things in your inventory or things you have the code for not yet activated on Steam. Anything in your library is bound to account.

Which is stupid.
I got a game I and it didn't work on my computer. Tried to gift it to a friend (Had purchased it instead of buying it as a gift) and discovered I couldn't. Goddamnit.
